Jacky is the founder and managing partner of Horizon, with a career spanning military leadership, government service, finance, and technology.

A former Israeli Navy officer, Jacky served as a Major in the reserves and held positions in the Prime Minister's Office. He earned his degree from Reichman University (IDC Herzliya), and began his civilian career in banking, where he served as a district manager overseeing finance services.

Jacky later transitioned to the hedge fund industry before founding Horizon. The firm grew rapidly and attracted a major investment from the Fishman Group, with whom Jacky partnered for nearly a decade before acquiring their stake and steering Horizon toward technology and cybersecurity.

Over the past years, Jacky has established two strategic partnerships that define Horizon's current trajectory. He serves as Head of Business Development for the insurance vertical at Code Blue, the leading firm in cyber crisis response and preparedness. In parallel, he has built a strategic collaboration with world's largest insurance broker. Together, these partnerships position Horizon at the forefront of cyber insurance and special risk solutions.

Jacky has also completed specialized training in cyber crisis management, deepening his expertise in one of today's most critical risk domains.
